A coalition is born

Gauteng civic organisations fighting municipal mismanagement have formed an alliance – Civic Action for Democracy and Equality. Nowhere is the mismanagement, corruption and poor accountability felt more than in the severe water crisis that’s hitting the province. A consultative process giving community based organisation primacy, agreed a joint platform of water justice demands.

Civic Action for Democracy and Equality Demands:

Universal Access to Water:

  • The City of Johannesburg must increase the Free Basic Water Allocation to 100 litres per person, per day, for all residents.
  • The City of Johannesburg must provide water free of charge, regardless of the FBWA, to the poorest households based on a municipal indigent list co-produced by communities and the city.
  • Prepaid and SMART meters must not be designed to extract profit for water services from the city’s poorest communities.
  • Meters are only to ensure the equitable distribution of water.

Basic Level of Service:

  • All households must have piped water as a basic level of service.
  • An end to the use of water tankers, community JoJo tanks and community standpipes for water service provision.

Active Participation in Water Service Delivery

  • The scrapping of Johannesburg Water to end the privatisation of water services.
  • Water services must fall directly under the City of Johannesburg.
  • There must be fair and equal participation of community members, and communities, in decision making processes of water services.
